Apparently.
From yesterday's SF Chronicle:
Referring to Biden's ethical lapse as "accusations" is like saying that Bill Clinton was "accused" of adultery, or Reagan was "accused" of illegally selling weapons to Iran to illegally fund the Contras. Both things happened. As opposed to John Kerry being accused of lying about his combat record - where it is true that he was accused, but there was no basis in fact behind it.

They weren't just accusations, they were fact. He admitted the plagiarism at the time and apologized, saying it was unintentional.
