I agree. However, I suspect that at least SOME of the reasons they are ineffectual were intentional on the part of Lucas. I blink in amazement at myself for saying it, since my opinion of Lucas isn't terribly high, even with this movie actually being pretty good. But I think his point was that "things are out of whack" with the Force and its practitioners. It's easy to point at the Sith and say, "There's the out-of-whack-age" but it's also in the Jedi and how hidebound, inflexible, and disconnected they've become over the centuries.
For evil to win, good must fail. What a nice piece of writing that in this case, good loses not because it is weak, but because evil has the changed the rules. The Jedi are to the Fall of the Old Republic what the Polish Cavalry were to WWII.
